USDA Zero-Down Rural Mortgages Across Southern Maryland, Eastern Shore and Western MD
Updated October 2026
USDA financing can make an eligible Maryland home purchase possible without a down payment, but rural eligibility is determined by the property's exact location and the program's household rules. An Eastern Shore address, a wooded Southern Maryland lot, or a Western Maryland mailing address is not enough by itself to establish eligibility.
Verify the address and household income separately
For the USDA guaranteed loan program, check the exact property against the current USDA eligibility map before building an offer around zero-down financing. Eligible pockets may exist near developed areas, while nearby addresses fall outside the boundary. County names alone cannot settle the question.
Household income eligibility and mortgage repayment qualification are different calculations. Program income limits can consider income from adult household members who are not borrowers, subject to applicable exclusions and adjustments. Repayment analysis focuses on qualifying income and the ability to carry the debt.
The home must satisfy occupancy and property requirements. Review access, condition, water and septic systems, and any outbuildings or acreage concerns early. USDA financing is not a shortcut for purchasing an investment property or an income-producing farm.
Budget for zero down, not zero expenses
USDA guaranteed loans generally include an upfront guarantee fee and an annual fee. Eligible financing arrangements may incorporate the upfront fee, but closing costs and prepaid expenses still require a funding plan. Financing other eligible costs depends on appraised value and program requirements; it is not automatic.
Maryland settlement costs can include state transfer tax, county transfer tax where imposed, and county recordation tax. Qualifying certified Maryland first-time buyers receive the reduced 0.25% state transfer tax treatment, with that state tax paid entirely by the seller. County charges require a separate calculation.
Use the closing cost estimator to organize lender charges, taxes, insurance, and escrow deposits. The Consumer Financial Protection Bureau explains how those categories appear in mortgage disclosures.
Compare assistance and military alternatives
Ask whether a current Maryland Mortgage Program product supports your selected USDA financing. The Maryland Department of Housing and Community Development publishes MMP options and eligibility requirements. Do not assume every assistance product combines with every mortgage or that assistance is automatically forgivable.
Eligible military households near Pax River, Aberdeen, or Fort Detrick should also compare VA financing. VA has different eligibility rules and no monthly mortgage insurance; funding-fee exemptions can materially change the comparison.
Send Skipjack & Stairs the property address, household size, income details, and available settlement funds through a financing inquiry. Compare complete monthly costs and cash to close, rather than choosing solely on the advertised down payment.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
