Maryland Mortgage Program (MMP): 1st Time Advantage, Flex Assistance and Partner Match in 2026
Updated October 2026
For a Maryland buyer with steady income but limited savings, the Maryland Mortgage Program can change the cash needed at settlement. The useful comparison is not simply “assistance or no assistance.” It is the first-mortgage payment, the assistance repayment terms, and the cash remaining after closing.
Separate the MMP product families
The 1st Time Advantage lineup includes Direct, 6000, and assistance options labeled 3%, 4%, and 5%. Direct does not include standard MMP down-payment assistance, while the other options pair financing with specified assistance. Percentage options generally reference the first-mortgage amount; confirm the calculation and current product terms before budgeting.
Flex Loans provide another MMP route, including options that can serve eligible repeat buyers. First-time status is not the only qualifying test: household income, purchase price, credit, property location, and principal-residence use also matter.
HomeAbility addresses qualifying buyers with disabilities, while SmartBuy 3.0 connects a purchase with student-debt payoff. Neither should be treated as an automatic addition to every MMP loan. Explore the SmartBuy guide if student loans are your central obstacle.
Understand partner contributions and repayment
Partner Match can supplement eligible contributions from participating employers, local governments, or other approved organizations. Availability depends on the mortgage product, partner participation, and program limits; a contribution does not automatically earn an unlimited state match.
Before selecting a package, request answers to these questions:
- Is the assistance a grant, deferred loan, or forgivable obligation?
- Does it accrue interest or require monthly payments?
- What happens when you sell, refinance, or stop occupying the home?
- Can partner funds combine with the chosen assistance option?
- When must homebuyer education be completed?
Use the Maryland Department of Housing and Community Development (MMP) to identify current offerings and participating lenders. The Consumer Financial Protection Bureau explains how to compare the underlying mortgage costs.
Build a Maryland settlement budget
Assistance does not erase transfer taxes, recordation charges, insurance prepayments, or escrow deposits. Qualifying Maryland first-time buyers receive separate state transfer-tax treatment, but local tax rules still need review.
Run the closing cost estimator, then compare assisted and unassisted financing using the same purchase price and closing date. Ask for both the total cash required and the combined obligations secured by the property. That side-by-side view reveals whether assistance improves affordability now without creating an unexpected repayment problem later.

Editorial Methodology & Primary Sources
Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.
Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.
- Consumer Financial Protection Bureau (CFPB) — Loan Estimates, APR and borrower disclosures; Regulation Z.
- U.S. Department of Housing and Urban Development (HUD / FHA) — FHA program guidance.
- U.S. Department of Veterans Affairs (VA) — VA loan eligibility and benefits.
- Freddie Mac Primary Mortgage Market Survey (PMMS) — published rate benchmarks.
- U.S. Census state tax collections — state property tax benchmarks; confirm parcel-specific assessments and exemptions with the state revenue department and local assessor.
The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
