Updated October 2026

A federal employee moving to Fort Meade and a contractor starting near NSA may report similar annual compensation, yet their mortgage files can require very different evidence. Underwriting focuses on income that is documented, stable and expected to continue, not simply the largest number in an offer letter.

Separate recurring federal pay from variable earnings

For a GS employee, documented base salary and applicable locality pay are generally evaluated as regular employment income. Use the locality associated with the actual duty station and work arrangement, rather than assuming every Maryland position receives the same adjustment.

Provide recent earnings statements, employment verification and personnel documentation supporting the current grade, step and salary. A scheduled step increase may help only when the lender can document its effective date and apply the relevant program rules. A hoped-for promotion is not current qualifying income.

Overtime, awards, bonuses and differentials require separate review. Their history, consistency and likelihood of continuation matter; a single unusually strong pay period should not become the monthly income assumption.

Document allowances and contractor conditions

Military borrowers stationed near Andrews, Aberdeen, Bethesda or Pax River should supply a current Leave and Earnings Statement and information about orders or upcoming separation. Eligible housing and subsistence allowances may support qualification. Treatment of nontaxable income, including any gross-up, depends on the program and documentation.

VA underwriting also considers residual income, not just a debt-to-income ratio. Review benefits and eligibility through Department of Veterans Affairs Home Loans.

For cleared contractors, distinguish an employee salary from self-employment or consulting revenue. An offer contingent on clearance approval, contract award or customer acceptance may not establish a firm employment start.

Match buying power to the destination county

The 2026 conforming ceiling is $1,249,125 in Montgomery, Frederick, Prince George’s, Calvert and Charles counties. Anne Arundel, Howard and Harford use the $832,750 baseline. Verify location-specific limits through FHFA Loan Limits.

A higher county limit does not increase the income a lender can count. Compare the fully documented scenario with your monthly payment estimate, including taxes, insurance and association dues.

For a military move involving an existing government-backed mortgage, review the VA and FHA assumption guide. An attractive existing rate still requires approval of the incoming borrower and a workable equity-gap plan.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
