Clarksburg, Germantown, Olney and Potomac: Townhouse Districts, Jumbo Tiers and Escrows
Updated October 2026
A new Clarksburg townhouse can carry association charges and district assessments that an older Germantown home does not. A Potomac purchase may instead turn on jumbo reserves and down-payment strategy. Across Montgomery County’s upcounty communities, comparing the complete housing obligation is more useful than comparing list prices alone.
Find the right financing tier
For 2026, Montgomery County’s one-unit conforming ceiling is $1,249,125. The baseline conforming limit is $832,750; loans between those figures fall into the high-balance category. A balance above the county ceiling generally requires jumbo financing.
Consider a $1.4 million purchase. With a $200,000 down payment, the $1.2 million mortgage remains within Montgomery’s conforming ceiling. A smaller down payment could move the same property into jumbo financing, changing pricing, reserve requirements and underwriting.
Verify applicable limits with FHFA, then compare actual lender terms. Jumbo is not automatically worse, and conforming is not automatically cheaper for every borrower. Assets remaining after closing can matter as much as the down-payment percentage.
The ARM versus fixed calculator can frame payment scenarios, but compare adjustment caps and future payment exposure before selecting an adjustable-rate mortgage.
Separate dues, districts and escrow items
Clarksburg and other planned communities can have overlapping financial obligations. Obtain the actual tax bill, association disclosures and any special taxing district documents for the parcel.
| Expense | What to establish |
|---|---|
| HOA dues | Current amount, covered services and increases |
| Special district charge | Assessment basis, collection method and duration |
| Property taxes | County, municipal and applicable district components |
| Insurance | Dwelling coverage and separate flood coverage if needed |
Do not assume every community charge is included in lender escrow. Association dues are often paid separately, while district charges may appear on the tax bill or another statement.
Prepare for ownership costs to change
Maryland’s SDAT reassesses property on a three-year cycle and phases qualifying assessment increases over three years. New construction, improvements and eligibility changes can affect the bill differently. An estimate based on a vacant lot’s tax bill can materially understate future costs.
Review the property record and Homestead Tax Credit application through SDAT. The statewide credit uses a 10% assessment-growth cap, while local limits can be lower; it is not a blanket cap on the total tax bill.
Use the closing cost estimator to distinguish settlement cash from recurring expenses. Skipjack & Stairs builds the comparison around the specific home, financing tier and documented carrying costs.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

- U.S. Department of Housing and Urban Development (HUD / FHA) — FHA program guidance.
- U.S. Department of Veterans Affairs (VA) — VA loan eligibility and benefits.
- Freddie Mac Primary Mortgage Market Survey (PMMS) — published rate benchmarks.
- U.S. Census state tax collections — state property tax benchmarks; confirm parcel-specific assessments and exemptions with the state revenue department and local assessor.
The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
